Refactor eg-updater for flexibility/simplicity

Replace the various "don't perform X" commands with a simpler set of "do
perform X" commands.  This simpliefies the logic and gives us more
control over the behaviour.

eg-brick-manager.sh is updated to reflect eg-updater.sh changes.
