LP#2004052 Hold Shelf Actions Menu Includes Irrelevant Actions

Removes Activate, Suspend, Set Top of Queue, Un-Set Top of Queue,
Set Desired Item Quality, Transfer to Marked Title from the
actions menu on the Holds Shelf grid.
