Use ne on line 631 of Actor.pm.

This is so that we stop getting errors like

Argument "1319057146.8881216485.4819607085" isn't numeric in numeric ne (!=) at
/usr/local/share/perl/5.10.1/OpenILS/Application/Actor.pm line 630.

in /openils/var/log/open-ils.actor_stderr.log
