PINES - Remove Novelist

Novelist added contract ends summer of 2022. In addition to updating this
file, be sure to comment out these lines in eg_vhost.conf:

    #SetEnv OILS_NOVELIST_URL
    #SetEnv OILS_NOVELIST_PROFILE
    #SetEnv OILS_NOVELIST_PASSWORD
