Remove Configuration for MOBIUS

This commit removes extra configuration files and modifications added
by CWMARS for the Evergreen environment hosted by MOBIUS.  These
changes go in other reporsitories for their migration to produciton.
They are removed from this branch so as not to interfere with that
process.

If you want to see something closer to what CWMARS actually runs,
revert or drop this commit.
