autoreconf -f -i appears to clobber our own INSTALL file with the "standard" one.

autoreconf -f -i appears to clobber our own INSTALL file with the "standard" one.

autoreconf -i seems to still work correctly for building Evergreen, therefore,
we should recommend developers do that.
