LP#1347774 Anonymous PCRUD mode

Support for anonymous access to public (field_safe=true) IDL data
via PCRUD without requiring an authtoken.  To use, pass an authtoken of
ANONYMOUS.

Includes initial CStoreEditor plugin for anon pcrud.
