Staff Client tweaks to splash page:
- Added link to PINES Documentation
- Changed logo at top to PINES logo
- Adjusted spacing
- Updated copyright date

Also, hid footer on OPAC pages while viewing from
within the staff client because it clutters the page
without adding any value.
