LP 1190279 Ubuntu install targets

Ubuntu 10.04 comes with Yaz 3.0.52.

This installs version 4.2.32 from source.

Adding per-distro makefiles for Ubuntu 10.04 and 12.04.

Correcting minor typo

SimpleServer installation expects yaz to already be installed

Ubuntu 12.04 does not like libparent-perl

Removing librose-uri-perl from the debs list since it is not in the 12.04 repo

Adding libbz2-dev to the deb list
