ACQ PO state defaults to "pending" from upload

ACQ PO state defaults to "pending" from upload

When uploading a batch of records to create a PO, give the PO the
initial state of "pending" instead of "on-order".  If the PO is meant to
be activated, its state will updated to "on-order" during the activation
phase.
