webstaff: improve column collapse on local admin splash page

With this patch, when the local admin splash page is displayed
on small screens, the three columns are stacked better. E.g.,

B  E  H
C  F

becomes

A
B
C
D
E
F
G
H

rather than

A
D
G
B
E
H
C
F
