LP1210291 Long Overdue Standing Penalty

Adds a new PATRON_EXCEEDS_LONGOVERDUE_COUNT patron standing penalty.
It behaves the same as the PATRON_EXCEEDS_LOST_COUNT penalty for
long-overdue circulations.

Release notes included.
