LP1896081 Repair staff catalog filter expansion error

Simplifies an i18n structure that was leading to this error when
expanding the staff catalog filters section:

ERROR DOMException: Failed to execute 'appendChild' on
'Node': The new child element contains the parent.
    at EmulatedEncapsulationDomRenderer2.appendChild
