Move Staff Client Archive into new "Other Evergreen Staff Clients" area.
This allows us to include an additional "Notes" area.

Here we will indicate that 1.6.1.9 is the final 1.6.x release and
recommend that folks upgrade to 2.0 or 2.1 as soon as possible.
