Copy location sample data additions

* Add/remove some locations
* Add some locations whose flags (circulate, etc.) vary along the org
  pathway.  Thanks to Thomas Berezansky for this suggestion.
* Ensure that copy location owner matches copy circ lib when applying
  locations to copies.
