LP1863252 Geosort - add dropped END tag

This adds back an END tag in the boostrap copy_table.tt2
that got lost.

Note that in order to fully test this in bootstrap, I had to
add the fix included here as well:
https://bugs.launchpad.net/evergreen/+bug/1916085
