Candidate change for summary.tt2, sign-off on ResolverResolver

This change to summary.tt2 will limit the e-resource display to
resolver information if resolver integration is used. This
may not be desired, see:

https://bugs.launchpad.net/evergreen/+bug/903358

Within the Conifer consortium, we would likely always want to
suppress 856 links in lieu of resolver links, but there may
be cases where both are desired.

ResolverResolver is unchanged from Dan Scott's branch and this
includes my DCO for my minor changes.
