LP1970667: Add Installation Support for Ubuntu 22.04 (Jammy Jellyfish)

Update the prerequisite installation, C unit tests, and README for
Ubuntu 22.04 LTS (Jammy Jellyfish).

Update configure.ac for recent autoconf/libtool changes

Suggest disabling apparmor for ejabberd in README
