LP#1757455: Deprecate i18n building for XUL client

Remove older dtds and properties files from the Makefile for i18n build
process.

To test
-------
[1] Apply patch.
[2] Make a change to a XUL properties or DTD file
[3] Run 'make newpot' in build/i18n.
[4] Verify that your change is not reflected in the updated POT files.
