Lp 1942920: Show Legacy/Not Dated for Legacy Circs

When legacy circ counts are displayed in the AngularJS client, the
year shows up as -1.  This patch attempts to replace -1 with a
translatable string: "Legacy/Not Dated" as was used in the XUL staff
client.
