Adopt friendly amendments from Galen Charlton and Lori Bowen-Ayers

From Galen:
  * Extend notification for meetings to 72 hours
  * Add "Transition to General Rules of Governance and General Elections"

From Lori:
  * Remove lingering reference to "Foundation"
