LP1786971 & LP1731042 Record Marked for Overlay Wording

Displays the TCN as well as the Bib ID (when different) when overlaying a
record in order to accommodate different library settings and workflows.
It also corrects the record tab label which should more accurately say
TCN instead of Bib ID.
