Docs: Add one missing entry to RELEASE_NOTES_2_9.txt

Because one of the notes was written with a .adoc extension
instead of the .txt, the automated script missed it.

Adding this entry to the main RELEASE_NOTES_2_9.txt file and
removing the .adoc file.
