+Billing Timestamps Now Reflect Billing Time

+Previously, billing timestamps were set into the future, reflecting the
+time the billing ends, not when it begins. But this is hard to
+understand, and requires frequent explanation to those not familiar with
+it. Beginning with this release, billing timestamps will reflect the
+beginning of the billing period. An upgrade script is included that
+converts the timestamp for all billings of type 'Overdue Materials'
+(btype = 1).
