Lp 1933984: Add BSD::Resource packages as a dependency

Add the deb and RPM names to the list of DEBS and FEDORAS in
Makefile.install to ensure that BSD::Resource is explicitly installed.
According to package dependency graphs, BSD::Resource is required by
the mod_perl2 packages, but it is added explicitly by this commit in
case that dependency graph ever changes.
