LP1989284 Input labels for Manage Authorities

Adds <label> tags for the search term and authority type field inputs in
Cataloging -> Manage Authorities.

To test, run axeDevTools on this screen. The two form label warnings
that previously appeared should now be gone.

LP1989284 Add ID for authority combobox
