LP1742521: Receipt Count Repair

The div wrapping the receipt printing controls was
shown or hidden using an ng-if declaration which
created a new $scope as explained in bug 1696238,
which caused the controller to not notice that the
value was changed. Changing that to an ng-show
allows the updated value to get where it needs to
be.
