Lp 1806709: Change circ.patron.billhistory_xacts persist key.

Add 'eg.grid.' to the front of the circ.patron.billhistory_xacts
persit key in the staff/circ/patron/t_bill_history_xacts.tt2 template
to match the key in rel_3_2 and master.

This branch should only be applied to rel_3_1.
