i18n cleanup. New POT and PO files; en_CA is default, with fr_CA and eo l10ns.

I think we're ready for someone to look at the POT and tell us whether it's
clean enough to translate.

As mentioned before, the Esperanto translation isn't Esperanto, it's a faked
translation using Ned Batchelder's "poxx" technique.[1] If you're running
pybabel-extract, you'll need 'polib' (easy_install polib).

I overhauled pybabel-extract so that it creates a proper PO header, without
all the dummy variables. (It seems that Babel was designed to be used
primarily via 'setuptools'; if you use the command-line approach, you get
fewer options.)

en_CA is the default language; fr_CA can be selected via 'Preferences'.

mark old 'physical' templates so they wont' be i18n'ed

I know, I should probably just delete them. For now, just changed their
extensions to '.xhtml_' so the i18nizer won't discover them.

i18n extraction pass; gettext'ed many missed texts.

I'm abusing 'Esperanto' as a target translation that uses 'poxx', by Ned
Batchelder, which just takes the input POT and transforms it by changing the
case of all vowels. This results in "A trAnslAtIOn lIkE thIs" which is
readable, but exposes texts which still need to be marked for i18n.

To add poxx/Esperanto to your Syrup, add this to your local_settings.py:

    LANGUAGES = [("en-us", "English"),
                 ("fr-ca", "Canadian French"),
                 ("eo", "POXX")]
    LANGUAGE_CODE = 'eo'

Then you can pick it using the 'Preferences' link.

I've noticed a few differences between Genshi 0.5 and 0.6 with respect to how
they handle complex texts, like this one:

    <h2 py:if="query_string" i18n:msg="query, num">
        You searched for: <i>${query_string}.</i> Found ${len(results)} matches.
    </h2>

which results in a PO entry like this:

    You searched for: [1:%(query)s.] Found %(num)s matches.

The "i18n:msg" attribute specifies the placeholder names, comma separated. But
this doesn't localize properly under Genshi 0.5. We'll probably have to insist
upon 'genshi>=0.6' as the required veresion, but I don't think 0.6 has made it
to PyPI yet, which would make 'easy_install'ing more difficult.

uwindsor integration: LDAP fuzzy person-lookup rewritten in Python.

Simplify the Sakai integration somewhat: no 'create/revive site' options.

Instructors can choose to link to an existing reserves list with which
they are associated. If they do so, instructors and students visiting
from Sakai will be taken directly to the linked site. If the
instructor chooses not to link a reserves list, then visitors from
Sakai will be taken to the generic "Browse" page.

Fix marcxml import problems. No longer show Publisher on item-list view.

But do show the item source (journal title) if available.

I also moved the STOPWORDS definition out of the function body, to save a few
CPU cycles.

experimental: import URL item from RIS citation

I'd like to show this to the Leddy reserves staff, and see if it might
expedite their workflow. Maybe they are using (or can use) RefWorks or Zotero
to process new items?

The refactored fuzzyFinder is ugly, though. Really there should be a

copyright status enhancements

Now, electronic items that are not cleared for copyright are not downloadable
by students. Such items are visible to instructors and staff, with a clear
visual warning.
