If the open-ils.collections.users_of_interest API encounters a patron that
has a null "card" value in actor.usr the API will crash with an error like:

This patches users_of_interest to be sure that the user has a defined value
for actor.usr.card before proceeding to pull out the barcode for the results
of the API call.

KPAC Login Redirect Fix

Fixes the redirect from the KPAC login to return back to the
home page of the KPAC from the /opac/login screen, rather
than back to the /opac/home screen, which is the current
behavior, and confuses users of the KPAC when they end
up back in the OPAC after having logged in.

This branch provides length helpers when patrons are setting or resetting
passwords.

This assumes the default 7 characters, 1 number requirement that comes stock.
You would need to change the hard coded strings if you use a different password

PINES/GALILEO avoid auth redirect within library

If the physical_loc is set, indicating the patron is physically at a
branch (via IP redirect), link directly to the GALILEO site with no
authentication pass-through.  GALILEO does not requires PINES auth
if the client is coming from a known IP address.

LP#1722827: trim spaces from 856$9 when parsing locating URIs

This patch ensures that any leading and trailing spaces
and non-breaking-spaces in the 856$9 are ignored when
extracting the org unit shortname. As a consequence,
extraneous leading/trailing whitespace in the $9 will not
prevent the located URI from being displayed in the appropriate
places.

Fixes an error generated when checking in Lost/Long Overdue/Lost and Paid
items with no associated circ when the org unit setting
circ.checkin.lost_zero_balance.do_not_change is set to TRUE

Items can attain this state from migration, or when the associated circ
has been aged.

LP1830912 Locally servered material icons

Adds the material-icons NPM package and teaches the Angular code to
import the icons at build time instead of fetching the icons from the
Google servers.

Two existing icons were swapped with alternate icons to avoid odd
spacing issues with the locally served versions.

Note 'npm install' is required to pick up the new icons package.

LP1802593: Correct formatting of language code in Angularjs, KPAC

EgWeb offers two different formats of the current locale: ctx.locale and
ctx.eg_locale.  This commit configures the lang attribute in AngularJS
staff client, OPAC, and KPAC to use eg_locale, since it has the
appropriate format (e.g. en-US, fr-CA).

Also adds some tests for EgWeb's handling of language codes.
