Add "Ad-Hoc Event Committees" amendment

During the 2011-01-17 Board meeting, the Board passed an amendment
to the Rules of Governance formalizing its ability to delegate powers to
ad-hoc event committees.

Adjust Rules of Governance per motion of 2011-06-17

Dan Scott's motion to excise the vestigial reference to "Treasurer" was
carried unanimously at the 2011-06-21 Board meeting. Accordingly, edit
the rules.

Add clarification that terms of Fiscal Sponsorship Agreement prevail

Per Bradley Kuhn, we need to clarify that the scope of the Rules of Governance
is limited to the Evergreen Oversight Board, and do not extend to the Fiscal
Sponsor (Software Freedom Conservancy).
