Subject: [PATCH] Add clarification that terms of Fiscal Sponsorship Agreement
 prevail

Per Bradley Kuhn, we need to clarify that the scope of the Rules of Governance
is limited to the Evergreen Oversight Board, and do not extend to the Fiscal
Sponsor (Software Freedom Conservancy).
